Strata Council member's Code of Conduct
- Council members must represent the interests of the entire
Strata Corporation.
- Council members shall maintain the confidentiality of the
details and dynamics of Council discussions, as well as those items
designated as confidential.
- Regardless of their personal
viewpoint, Council members shall not speak against, or in any way
undermine Council-solidarity, once a Council decision has been made.
- Council members shall be
prepared to commit sufficient time and energy to attend to Council
business.
- Council members shall avoid
conflicts of interest and disclose to the Chair, in a timely manner, any
possible conflict.
- Council members' interactions
in meeting shall be courteous, respectful and free of animosity.
- Council members shall be
prepared for meetings; having read pre-circulated material in advance of
the meeting.
8. The management company (or Agent) is responsible to the entire
Strata Corporation. However, instructions to the management company (or Agent)
shall flow through the President or Chair of the Council, unless delegated by
Council to another person.
- Council members shall not
attempt to exercise individual authority or undue influence over the
management company (or Agent).
- Council
members shall pay close attention to speakers, and to the business at
hand. Remarks and discussions should be positive, constructive and
confined to the question before the council.
- Business shall be transacted in
a meeting by way of motions. (The correct way to begin a motion is with
the words "I move that..." All proposals should be clear,
definite and brief. A long or complicated motion should be submitted in
writing. A motion should be stated in the affirmative, since the negative
form often confuses members in voting. i.e. Avoid saying "I move that
we do not increase our maintenance fees." The motion can be clearly
stated by saying, "I move that our maintenance fees remain the
same". A motion should be concise, clear, and made as complete as
possible so as to avoid amendments. Steps of a motion should include the
following:

Make a motion in the affirmative.
b)
A second to the motion.
c)
Discussion or debate (if necessary).
d)
Motion to be restated if amendments to
the motion have been made.
e)
Amendments are voted on before the
main motion.
f)
Vote (motion is carried or defeated).
After the motion has been stated it must be adopted or rejected by the council,
or the council must take some other action to dispose of it before any other
subject can be brought up.
- Council members shall abstain
from making remarks outside a meeting that might in any way interfere with
the work being done by one or more members of the council. Members should
make sure that their actions and remarks further the objectives of the
council.
